Authorities say the March 2015 crash that killed 51-year-old Zohra Hussain and badly injured 64-year-old Iftikhar Hussain occurred when they plunged nearly 40 feet from a road that led to East Chicago's former Cline Avenue bridge. That span was demolished in 2013 after being closed over structural problems.
The Lake County lawsuit argues the Indiana Department of Transportation and contractors allowed inadequate warning signs and gaps in concrete barriers. The lawsuit says Iftikhar Hussain was following GPS directions and didn't realize the bridge was gone.
Highway department spokesman Doug Moats says the agency is reviewing the lawsuit.
