The 2023 Court History and Continuing Legal Education Symposium in the Indiana Southern District Court will take place next month with a focus on jail overcrowding in Marion County.
The Nov. 3 event marks the 16th year for the symposium, which will feature an exploration of Marion County jail overcrowding litigation and a judges roundtable exploring experiences from both sides of the bench.
The program will be held from 1-4:15 p.m. Nov. 3 in the William E. Steckler Ceremonial Courtroom of the Birch Bayh Federal Building and U.S Courthouse in downtown Indianapolis. A Zoom link will be provided for those who cannot attend in-person.
The program has been approved for three hours of CLE credit.
The first two hours of the symposium will look at the Marion County jail overcrowding case that was first filed in federal court in 1972 but didn’t wrap up until 2007.
There will be two panels of attorneys, judges and other public officials who will discuss the context for the case and various avenues the federal court took to resolve it, eventual solutions and the status of the new Marion County jail complex.
The panelists include Senior Judge Sarah Evans Barker and Judge Jane E. Magnus-Stinson of the Indiana Southern District, Court of Appeals of Indiana Judge Cale Bradford, former Mayor of Indianapolis Bart Peterson, Marion County Sheriff Kerry Forestal, American Civil Liberties Union of Indiana Legal Director Ken Falk and Frost Brown Todd partner Kevin Murray.
The second panel, “Annual Roundtable: Views from Both Sides of the Bench,” will then be held from 3:15 p.m. to 4:15 p.m.
The panelists include Judge James Patrick Hanlon and Magistrate Judges Mario Garcia and M. Kendra Klump of the Indiana Southern District Court, who will discuss their experiences on both sides of the bench. Retired 7th Circuit Court of Appeals Judge John Daniel Tinder will be the moderator.
The program was organized by the Historical Society of the U.S. District Court for the Southern District of Indiana and is sponsored by the court.
