Felix will fill the vacancy on the appellate bench left by now-Senior Judge Margret Robb.
“It is an immense honor to have received this appointment to serve as the next appellate court judge,” Felix said.
Born in Elkhart, Felix attended Indiana University and received his bachelor’s in political science in 1992. He graduated from the IU Maurer School of Law in 1995.
Before joining the court in Hamilton County, Felix was a judge for the Carmel City Court and worked as a deputy prosecutor in the Johnson County Prosecutor’s Office.
Felix helped create the first domestic violence unit in the prosecutor’s office. He also helped establish the Hamilton County Youth Assistance Program, which focuses on preventing at-risk youth from entering the justice system.
“You’ve accumulated over those years a reputation of being an innovator, an initiator and a gracer of change,” Holcomb said.
Court of Appeals Chief Judge Robert Altice said Felix will have “big shoes to fill” in succeeding Robb, who retired after 25 years on the appellate bench and is now a senior judge.
“I promise you that we’ll supply you with a couple extra pairs of socks as you work into those shoes,” Altice said.
The other finalists for the vacancy were Stephanie Bibbs, deputy director of litigation in the Office of Judicial and Attorney Regulation, and Justin Forkner, Indiana Supreme Court chief administrative officer.
In all, the Judicial Nominating Commission interviewed nine candidates for the seat in April.
