Governor makes appointments to Hamilton, St. Joseph County benches

Gov. Eric Holcomb has announced two new judicial appointments to fill bench vacancies in Hamilton and St. Joseph Counties.

In Hamilton County, Andrew Bloch will be replacing now-Court of Appeals Judge Paul Felix.

Felix was picked in June to fill the vacancy on the appellate bench left by now-Senior Judge Margret Robb.

According to the governor’s office, Bloch currently serves as a magistrate judge in Hamilton County.

He previously worked in private practice, with a focus on family law.

Bloch earned his undergraduate degree from Xavier University and then his J.D. from the Indiana University Robert H. McKinney School of Law.

Also, David Francisco will be succeeding St. Joseph County Judge John Marnocha, who is planning to retire Jan. 31.

Francisco is currently a self-employed attorney that focuses on criminal defense cases in St. Joseph and Elkhart counties.

He also serves as a part-time public defender in St. Joseph County. He previously worked as a deputy prosecuting attorney in Elkhart County.

He earned his undergraduate degree from University of California, Los Angeles and then his J.D. from Indiana University Maurer School of Law.

Both will be sworn in as judges on a date yet to be determined.
