Gull elected to serve as Allen Superior Court chief judge

A longtime judge will head up the Allen Superior Court for the next two years, as the court has announced its leadership team for the 2024-2025 term.

Allen Superior Court’s Board of Judges has elected Judge Frances C. Gull to serve a two-year term as the court’s chief judge, according to a news release. That term began Monday.

According to the court, Gull has served as a judge in the Allen Superior Court since Jan. 1, 1997. She was first elected judge in 1996 and has been reelected four times.

For more than 20 years, Gull has served as administrative judge of the court’s Criminal Division, overseeing the day-to-day operations of six criminal courts, including the misdemeanor and traffic and felony courts.

The chief judge has certain leadership and administrative responsibilities, including overseeing the board of judges’ meetings, signing the court’s annual budget and representing Allen County on the Judicial Conference of Indiana Board of Directors.

Gull succeeds Judge Jennifer L. DeGroote, who completed a two-year term that began in 2022.

“In Allen County and across Indiana, the Courts have never been busier,” Gull said in a news release. “While that makes our daily tasks tougher, the same challenge gives us an opportunity to help people, restore lives and break cycles of substance abuse and crime on an unprecedented scale. With a mix of innovation, compassion and respect for the law, Allen Superior Court is equal to the challenge.”

In addition to the chief judge position, superior court judges also recently elected divisional administrative judges.

Those judges will also serve two-year terms beginning Jan. 1.

Gull was reelected to serve as administrative judge of the superior court’s Criminal Division.

Other divisional administrative judges elected were:

  • DeGroote, elected to serve as administrative judge of the court’s Civil Division.
  • Judge Lori K. Morgan, elected to serve as administrative judge of the Family Relations Division.

Allen Superior Court’s chief judge and administrative judge appointments and terms of service are governed by Indiana Code §§ 33-33-2-30 and 33-33-2-31.
